I have fixes to ARM-TF I am prepping to go upstream where you can increase that CPU number to 512 (if you have a fast enough host CPU)
Also there is work to give the MPIDR info in DT to edk2 so edk2 can have the correct MPIDRs and thus CPU number > 7 will boot.
