[linux-morello-distros] [LLVM] Announcing the 1.8 release of LLVM with Morello support

The 1.8 release of LLVM with Morello support is now available. This binary and source release is for baremetal and for Linux.

The release includes the following changes:

- Based on clang-14

- As usual, the release includes various bug fixes.
