When running Arm Keil Studio Pack (MDK v6) VSCode Extension the Arm Environment extension allows you to download the new version when specifying

"arm:tools/open-cmsis-pack/cmsis-toolbox": "^2.5.0"

in the vcpkg-configuration.json file of the opened folder.
